prepaid credit cards and problems i am having

i need advice, i think. i am having issues with a prepaid credit card holding money on transactions for more then the amount of purchase or payment, and not refunding it until the company actually takes payment. is this legal? what can i do about it? i mean we are talking in some cases over $150-$200 dollars each instance. in this one instance, i contacted royal carribean to see if they "held" any thing on the card, they sent me a statement only authorizing the payment i authorized, so i know its the card. but what can i do?
