I am not saying this apply to you, but it sound like the 8.99% was an introductory rate.

I have have a Chase card and the same thing happened to me. The 8.9% was a introductory rate (a teaser rate, to get you to get the card.) After 6 months, it jumped up to 21.99%. Now, I am strategizing how to payoff the debt or switch it to lower interest card. But even with that (switching), I have to me careful because with most cc companies, balance transfers are considered Cash Advances which comes with a higher interest rates.
