Hiring of a collection agency is usually strictly a decision of the orginal creditor. They will usually try to contact you from 3-6 month before they hand the account over to a collection agency. That number is not set in stone, but understand that the company usually uses it resources to "service" their current accounts and have a collection agency deal with the delinqent accounts.

Although a civil complaint can be filed by a business for any amount, they usually concentrates their efforts on much larger accounts than 15 dollars and probably even 1500 dollars. Business must weigh the cost of litigation with the cost of the initial debt owed.
