First National Credit ???

Has anyone heard of a company called First National Credit? I recently recieved an offer in the mail for a "Gold Card" from this company. This offer is quite simply an acceptance certificate that can be signed and returned with a $37.00 processing fee for the amount of credit stated in the letter. This seems a little bit shady to me (there is no mention of Visa, Mastercard, etc.) but there is a 30 day money back guarantee and they are offering a good deal- no interest for 12 months. If any of you have heard of this company or have experience with similar offers your thoughts would be appreciated.
