So far as I understand, Linda is correct. The Fair Credit Reporting Act, only covers 3rd pary collection companies, who exclusively collects accounts receivables as their primary business.

It would be best that you contact an attorney and find out who to properly prepare yourself. For future reference, you should leave your email address in case someone needs to clarify your question personally.

I know that is not much help, but without knowing all the details of law, non attorney's would be limited in such circumstances.
