Statue of limitations

Few days back I got a call from california asking me to pay them $10000 on an old loan (not a credit card)of
$1200. The loan was done in California in 1992.
But i currently live in IOWA. They also ask me to settle for $3000. There is nothing on my credit report
about this loan because its more then 7 yrs old. Which state Statue of limitations will apply.
CA or IOWA. Is this is a written contract whose statue is 10 yrs in Iowa but 4 yrs in CA.
They are telling me now they are going to SUE ME.
CAN they SUE me in IOWA after all that time. Thanks
