First, if payment is refused (according to the law with the exception of large quantities of coins) the bill is legally considered payed in full.

Second, refusal to send a payment history to the individual whose name is on the bill is against the Federal Credit Lending act of 1979.

Contact the Federal Trade Commission, and your state attorney general disclosing what you did in this email. Suggest to your attorney general to contact the attorney general in the following state as there are compalints in these states as well: Missouri, California, Virginia.

Also, it is illegal for them to contact you before 8 am and after 6 pm. It is also illegal for them to contact you at work. If they do this, contact the Federal Communication Commission.

If you send them a letter (certified return receipt, and keep a copy of the letter for yourself) ordering them to cease and desist any further action on this account (include number listed on the bill), this makes it illegal for them to contact you in any manner.
