I closed my Discover account specifically because they were going to raise the rates. The letter informing me of the pending increase said to close my account if I did not agree with the increase (use of card after x date will constitute agreement to the changes, etc.) I closed the account and the rates have been fixed at what they were when I closed the account ever since and have not been raised. Closing this account with a balance has saved me money in interest charges. The only drawback is that I know I cannot now negotiate a lower rate on this account.
