Good question, I need it answered too. I got a ticket in Syracuse in 1995 and also live in Florida.

NCO Collection Agency reported the debt in 5/2000.
Yet the credit bureau updated the debt to be 5/2001, which is more damaging.

I called NCO and they said they haven't had this account since 8/2000. The credit bureau said it correctly verified the date of 5/2001.

Is it considered a judgement? Please let me know if you find out!
