You need to have the exact date (month and year) that the last payment was made on this account to see if it is past the SOL. Do your parents own anything? If so, I would suggest they consult an attorney, especially if no one is sure when the payments stopped.

Dealing with all the different states, and your uncertaintly over dates is a little complicated for a message board answer. Tell your parents not to talk to the collection agency on the phone, NO MATTER WHAT - they are just too tricky, and your parents could get themselve in hot water without knowing it. The fair debt collection practices act give them this right, they shouldn't worry about not talking to them.

They should get the name and address of the collection agency and send a certified, return receipt letter, saying the CA can only contact them via mail.

Just keeping their heads down is not a good idea if they own anything, and especially if they don't know what to do about this kind of stuff. It's pretty obvious they don't, or they wouldn't be in the position they're in.

Again, the best thing for them to do is get some legal advice from a good consumer-oriented attorney. They may be past the SOL, but that won't prevent a collection agency from taking action. This is a lot of money - your parents are sitting ducks, and you are too far away to take care of things.
