Is a new bill for old debt valid?

I received a bill in the mail recently from a medical provider for a service that was done 4 years ago. This was the first billing that I received and the bulk of the bill was paid by my insurance at the time. If I had received the bill in a timely manner it would have been paid by my employer but not now 4 years later. I called them and complained that they should have billed me back then and the bill would have been promptly paid. They told me they would consider canceling the bill. A month or so passes and I get a bill from a collection agency now for the debt with 4 years of interest due. Do I have to pay the debt and the interest? Does the SOL apply to this?
