Charge-off?

We have been delinquent on 2 credit cards for about a year. We have been making partial payments every so often, but with high interest and late fees we are now over our credit limit...and getting hit with those fees now, too. We own a home and already have a second mortgage for an addition to the home, so debt consolidation is out of the question. We spoke with an attorney about BK, and decided against it. I've seen posts about settlements and charge-offs. Which is better? We owe approx. 11,000 on the cards and don't have the option to pay them off.
