I also had to deal with Gulf State and it has been an unfortunate experience.
I paid off an oustandinge debt back in July of 2001, and I just received a fax confirming that payoff a couple weeks ago )of course that is with bitchin' and asking to speak to a manager), even though I have called and spoke with numerous reps who have all calimed that a notice would be sent in the mail.
I actually received that letter about a week ago, and it doesn't even make reference to the debt being paid off.

They are slow in responses, so be aware.
