A letter should suffice, pointing out that your sister was not a co-signer and is not responsible for the debt and that their continued calling is harassment and abuse.

You could ask them to provide 'all' documentation that supports their claim that it is your sisters responsibility to pay the debt.

Don't mention 'Authorized User' in the letter.

If they continue calling your sister - get her an answer machine and have her screen her calls.

Your question does raise a couple of points which you don't have to answer here but that you may well have to address.

Did your sister use the card subsequent to your Mothers death? If so, that's probably not good!

Your Mother's estate (Executor/Trustee/Probate) is 'technically' responsible for paying this bill from estate assets. That doesn't mean the estate can or will pay, but that's another issue. Are you the executor?
