Citibank delinquency reported as "open"

I'll try to keep this short. I need some help with this.
I recently received an "attempt to collect a debt" notice from a "purchaser of consumer loan accounts." It is for a Citibank Visa that first became deliquent in 1996. I checked my credit reports and it has been sold two previous times before now.
