I would contact the PUC again. They are a very powerful organization and if you don't get anywhere with the person you are talking with, ask to speak with a manager or supervisor. I just finished a refund with the Illinois Gas Company, who charged me for 4 years of gas after I moved out of the state. The PUC of Illinois was instrumental in my getting my situation cleared up. Also, inform AT&T that you are involving the PUC and that may strike fear in them. Last of all, make sure you contact your phone company and put a hold on your long distance company so you cannot get slammed. It does work.
