Repeat phone calls when bill is being paid

I got behind on a credit cards payments, but have been working with the company to pay off the debt. I am sending regular payments every month, but the calls keep coming. Sometimes they call me four or more times a day, and each time I speak with a different person, getting different stories. Just today I spoke with a rep and made a payment arrangement, and not 4 hours later I got another call from someone else trying to collect money from me. They also call me at work, sometimes twice a day. Isn't this kind of harrassment illegal, especially since I am making payments to them?
