Who to contact in offering Settlement?

I need advice about which person or department I would need to contact if I were wanting to negotiate offering a settlement to a credit card company? I wouldn't think just calling customer service would be the way to go. Please offer advice. Also would it be beneficial to pay a Debt Elimation Company work the settlement for me? Thanks in Advance...Terry
