pre approved....scam????

i have recieved a pre- approved letter in the mail that says i am guaranteed a credit limit of 15000.00. ther are no terms and conditions enclosed with it. it says that i need to mail a membership fee of 37.00 and i will recieve my card and the terms and conditions. i am wondering if anyone else has recieved a similar letter or if anyone ahs information on FIRST NATIONAL CREDIT? that is who the credit provider is listed as. please let me know..... thanks, kw
