Generally speaking, the state where the debt was incurred, but it can depend on a lot of other details of the law, such as what happens when you leave that state, how your current state handles "foreign debts" (debts from another state).

I take it the summons is for a court in the state of Ohio? The 6 year statute of limitations is for oral agreements only, others are all 15 years. You are in the worst possible state for a person who owes money. What is the amount of the debt? Which collection agency? Do you have any money to negotiate with?
