This is somebody else's old debt. Apparently Gulf State bought a database of these - old and small. To collect, they are just putting it on other people's credit reports. Most of the people this is happening to have good credit. I think Gulf is doing it just to extort money out of people who just want to get rid of them.

Send a validation letter - tell them to prove that this debt is yours or remove it from your report. Tell them that if this costs you money, you will sue them. This has worked for several people. Also there is a growing movement towards a class action against them. Class action doesn't help you, but it hurts them big time. Maybe that is why they are backing down.
