Unless the credit card app specifically applies Delaware law, the laws in your state of residence apply. I'm not a lawyer but, the woods are full of people that have been sued outside the state of Delaware and lost.
If you think you may be sued by a cc company, pull out the terms and conditions of your account and see what it says. If it says nothing about jurisdiction, I'd get a second opinion.
