Phone Bill

I recently received a letter from a bill collector stating that I owe a phone bill from 1992. I had no idea I owed this bill and quite frankly don't think I do. It's been so long ago and I have no proof that I've paid this bill or not. This is the first letter that I have received from the bill collector stating if I don't reply w/in 30 days they'll assume that I agree the debt is mine. So, the question is, Is there a Statue of Limitations that prevent a creditor from trying to recover a debt? This so called Debt has not been reported to Credit Reporting Agencies over the years.
