Cosigner problem?

My wife-to-be has a vehicle in her name but her father cosignded for her. She has never been late on a payment. The problem is she is 19 and wants to move away from home. Her parents do not want her to. Can she move away from home with her vehicle without having her father consent? Can her father rightfully take the vehicle away from her if she does leave without his consent?
