Linda, I do not go by what the law says or what you or I might think the law says. It is totally irrelevant what I think the law says. The only thing that is relevant is what the courts have ruled that the law says. Here is what the United States Supreme Court says the law means.

And that's the way it is, not what you or I think the law means.
