SOL on Phone Bills?

My question is, what would a phone bill fall under as far as SOL's go..written, oral? 2 years ago I had a roomate, the phone was in both of our names, he ran up a $1000 phone bill to a sex line then called the phone company and persuded them to take his name off the bill, then he moved out. I've called Bell several times reguarding this and each time I've called I've basically gotten the run around. I did, however, get someone to admit that the phone company was at fault for taking his name off of the bill without my permission since I was listed first. Im just wondering what my rights are here and if maybe I should just let SOL run it's course. Any help would be appriciated! Thank You!
