The account is not yours, and it's a collection agency, so your case is different. Collection agencies are regulated by the Fair Debt Collection Practices Act. Send them a letter demanding proof that the debt is yours, and include in that letter a demand that they cease calling on the phone about this debt - no exceptions. They have to stop when you do this.
Send it certified, return receipt and keep your receipts. Wait for them to send you their proof (which they don't have, because the account isn't yours). After 30 days, send them a letter telling them not to contact you about this anymore at all. If they have put this on your credit report, demand that they remove it since they couldn't prove that the debt belongs to you. If they don't, you can sue them.
