If they threatened to sue you and then they don't sue you, they've broken the law right there. It is unlawful for a collection agency to falsely threaten legal action to trick you into paying them.

If they've been sending you letters like this, save them and sue. It sounds like this CA is giving themselves plenty of rope to hang themselves with. It's a $1000 fine for each violation of the FDCPA.
