Equifax check systems/certegy-BAD BUSINESS

I recently had a check declined by Equifax check systems/certegy at a local department store. I was baffled by the denial since I was absolutely positive I had no dishonored checks. Well, the little piece of paper I received from the merchant said it was a "code 2"- no dishonored checks, but other reasons for denial. I called the number on the slip and received a recorded message..."we have certain criteria for assessing risk for accepting checks and your check fell outside of these criteria. We have no dishonored check information on you," etc.etc.etc. Still baffled, I wanted to speak directly to a "customer care specialist", but I have called back 4 times since and have been on hold indefinitely (30 minutes to an hour each time) and have yet to speak to a representative. I am fuming. The week before this happening I requested my credit report from Equifax and sent them all kinds of information they said they needed in order to process my request (drivers license, bank statement, etc.) Is this a coincidence? I think not.
I credit bureaus are limited to providing information to credit grantors and the credit grantors are the ones that make the decision to accept or deny the application for credit. It looks to me like Equifax has crossed the line- from credit reporting to credit granting- by adding on a check guarantee division.
I am furious and want answers... please post if you have had similar problems.
