When a credit card issues a notice of increased interest rates. It is your right to declien the rate increase/change to agreement. Simply by writing back with in 30 days of the notice. Your credit card will be canceled/blocked/deactivated. However, if you use the card again after sending the notice that means that you agree to the new terms and conditions.
