bank account being hold by judgement

I had credit cards loans back in 1992 and 1993. The banks got the court judgements against me in 1995 which I did not know about. Now they hold my bank accout.
1. What can I do beside pay up since I don't have that much money to pay but I do need my savings to live?
2. Can the statue of limitation work on this case? Many thanks.
