Student Loans-and Permanent Disability

Hi,
I am a payee for an individual's Social Security Disability Income. Individual suffers from Schizophrenia for the last 17 years-either on court ordered outpatient committment, in mental hospital or jail-with exception of about six months. Student loan from 1985 keeps rearing its ugly head. I had doctor's fill out the Permanent Disability Certification in 1997 and thought this was the end of it. Different collection agency now after him on this one. I thought there was a law about this. Anyone-I could use help. Thanks
