Collection Agency Nazi

I received a letter from a collection agency stating I owed $22.50 for late fees incurred at a video store. I had recently moved and left no forwarding address since I get ALL my mail at a P.O. Box. I called the owner of the collection agency and agreed to pay the fees immediately. I sent the check the same day the letter was received and it was cashed a few days later. The owner assured me no negative information would be placed on my credit report.

Well, I got my annual copy of my credit report and the account was on there as a collection account paid in full. I called the owner, he agreed it shouldn't have been placed on my credit report and said he would take care of it. When I asked him if I could get a letter from his company assuring me the item would be removed he stated "no you can't, and if you keep on pissing me off, I'll leave the account on your credit report!" He further called me a "whiner" for wanting it removed. When I told him I had lived up to my end of the agreement why doesn't he, he barked "Because, I can!"

I paid this account in full well within 30 days. What is the next course of action I should take? BBB, Attorney General's Office, attorney?

Help! It's taken me a lot of years to get good credit after my divorce.
