HELP: Payments/CitiBank/Universal & More...

I have fallen behind in payments by about three months and on many of my accounts the minimum due is much too high for me to pay now -- I'm self-employed and have had health problems so what I make covers living expenses. Numerous phone calls have come in from the card companies and I have spoken to them often. I've even tried to reach someone who has the authority to make decisions other than the usual people who call to collect but they refuse to put me through. CitiBank told me today they won't make settlements unless someone is terminally ill (why bother at that point);and they will not bend on what they will accept as payment, etc...Most cards are not willing to bend at all, just like them. I've offered all of them approximately $25 - 30 a month for at least 6 months until things improve. They said that's not acceptable and don't bother sending that because they'll keep calling and posting it as delinquent. Has anyone had this problem of them not willing to work with you and what do you do. Consumer Credit hasn't been of much help either. Also want large payments. Legally, if you pay them something, even if it's not what they want, can they still eventually file a lawsuit if they want to. Discover is also asking for hundreds right now and MBNA will not do anything, including settlements, if that were possible. I'm $30,000 in debt with the cards with balances ranging from $1200 to a high of $7,000 on Discover. Bankruptcy isn't possible right now because of an unrelated problem but I had wanted to do so, just can't for at least a year which by then will be pretty bad. PLEASE HELP... Thank you.
