providian & citibank - Settlement or BK

I owe 10500.00 to citibank and 18900.00 to providian, I am barely able to make the mininum monthly payments. We own our cars and rent our house. We bring home about 4500.00 and spend half just on rent, utilities, insurance, and other basics. We both need to go back to school but we cant because of the 600.00 mininum credit card payments. We are current on the payments but at this rate we will never get out of debt. I have looked at settlements but i am wondering if bk would be better in the long run.help
