if you didn't have any prior aggreament with your your broker/realtor for them to absorb the cost then yes you would have to pay for the appraisal regardless you whether the loan went through or not. The appraisal are done by a separate company. You're however entitle to the original copies of the appraisal report. From what I can recall an appraisal is effective for three months. (I used to work in the loan office)
