I hope this helps you out:

Can the same item be reported by two different collection agencies?
Yes! The item can be reported by two different collection agencies. What happened is probably the one collector sold the account to the other
The good news is that the oldest reporting account is closed and should be deleted from your file ASAP. You can speed up th process by disputing the information with the credit reporting agency. If the Information comes back as VERIFIED, dispute it again then write a letter to the collection agencies and DEMAND to see proof of YOU contract with them. Send this letter certified mail and keep all records. They HAVE to show you YOUR signature on a contract with them. The collection agency is not the original debtor so technically you can have them wiped off of your credit report fairly easily.

Can a new collection agency change the "Open Date" because they took over the account?

NO!!!!! The account is open from the FIRST delinquincy with the ORIGINAL debtor. You may have a right to take legal action. This is clear violation of THE FAIR CREDIT REPORTING ACT

If there is no delinquent date listed, how is the time limit for this item established?

from the FIRST delinquincy with the ORIGINAL debtor. There are NO exceptions!!!

I hope this helps you out.
