I think he is referring to the fact that some unscupulous collection agencies have been know to take unauthorized money from an individual's account, - in the event they should do that, you have them dead to rights.

Don't jump to conclusions, I know of a few good guys in the collections business. Some of them even help consumers who are being abused by posting on message boards.

They are not the norm, it's true, and folks who have been the victims of abuse will have a hard time comprehending it, but I even know a couple of them personally.
