Send them a photocopy of your original agreement, ask them where it says they can do that. Send it certified, return receipt. And then send them the payment again, this time, certified, return receipt.

Lay a paper trail. Then you can take you proof to the appropriate authorities.

Your state most likely has a banking commission, that would be the best place to start - but get your proof first!!
