It is a tough one. This isn't thi frist time this has happened. Many cases have gone to court for people getting merchandise that was not the signature of the famous person...E-bay is just a posting board and cannot police who is a fake and who are genuine people. If this lady ripped you off, unfortunately you will have to go after her, if you can find her. E-bay is protected under a statute in the Communications Decency Act of 1996. E-bay doesn't see the merchandise, price it or write the description. I found this article in PC World with a website for a government site for internet fraud. If E-bay won't help, maybe the governemnt will. I would still try E-bay and continually e-mail them about your experience. Here is the article:
Complaints about online auctions comprise nearly half the messages received by the U.S. government's new Internet Fraud Complaint Center, a project aimed at collecting and analyzing consumer complaints about suspected fraud on the Net.

The center has been receiving an average of about 1,000 complaints a week since it opened in May as a joint initiative of the U.S. Federal Bureau of Investigation and the National White Collar Crime Center in Morgantown, West Virginia. The center collects the complaints at its Web site at http://www.ifccfbi.gov.
