I don't know of any cases where not getting a 1099 was included as part of the agreement.

I always suggest that you (the debtor) draw up the agreement, send if to be signed by someone authorized to bind the company. When you receive it back in the mail, then you send your payment.

Everything is covered in the letter I have put up on the yahoo briefcase site, however you should personalize it to suit your situation. You will see which components are crucial when you read it.
