Collector adding money to bill

I was just contacted by a company named ERS that says they have been retained by the college I attended 6 years ago in NY for one class. They believe that I never paid my $400 tuition, but I know I did. He says that he has been asked to take civil action against me and that immediately $2500 will be added to the total I owe. First, I have moved about 6 times (military) since then and I cannot find anywhere a receipt and secondly, can he really add $2500 on to the bill. I have never been contacted prior to this phone call regarding this bill.
