MBNA should have sent you a letter stating why they declined cc. That letter should state something to the effect of, for example, insufficient income - debt to income ratio, past/present litigation, overextended credit. MBNA must also tell you from where they obtained this information (which credit bureau). Too many inquiries can also do damage. The amount and number of times delinquent can also be a reason for cc to be declined. You can write to MBNA requesting how - just make sure it is certified, return-receipt mail.
