Since he signed as guarantor, he is legally liable for the debt and they can come after him. However, I think he should send the new collection agency a validation letter - that is a letter that asks for proof that the debt is really his. Send the leter by certifed return receipt mail , keep everything. If they do not send proof that the debt is his, they must stop collection efforts until they do.

Often, this stops a collection agency in their tracks because they cannot prove anything. If they ask for his SSN or signature or anything else, he should refuse, and call their bluff. If they need a SSN they don't know for sure that he is the person who owes the money.
