Warrant for Debt

I recently went to a hair salon in MD for highlights where they fried my hair so badly that we didn't have any choive but to cut it off. It was cut short and they charged me for a haircut! I left upset and did not talk to management. I refuse to pay the 45$ for the haircut by stopping the check since a free haircut is the least they can do and mandatory since my hair was falling off. A man who lives in VA has called me trying to collect the money, though I'm not sure if he is a collection agency. He called me a thief and said that if I did not pay he would file a warrant for debt. We are talking about $45 here. What is a warrant for debt, what are my rights, and lastly, will he really do it?
