Does the SOL apply to the collection agency or the original creditor? My credit report says the charge off was listed as the following

" Charge off as of 6-2001, 5-2001, 10-2000, 9-2000, 9-1998 to 10-1999, 2-1998 to 7-1998" What is the cut off for the SOL, meaning when is the start date for the SOL?
