Collection agencies sell debts to each other, over and over again. That makes it hard to settle in exchange for deletion. Validation is a better way to get rid of it. You could make a deal with one of them to settle in exchange for deletion, they just sell what you didn't pay to another one, and you start all over. And you don't really know who owns the debt after a while. More than one might be trying to collect it. You pya one, the other one says "hey, you still owe us!"

Bad deal all around. Send a validation letter, instead Always always certifed mail, retuen receipt. Keep everything.
