Wait, before you pay it, file a complaint with your stat'es attorney general, AND ALSO your state's utility regulatory authority. ConEc should have billed you immediately. The CA should have billed you immediately. You did not EVER have the opportunity to pay this or dispute it, and it is ruining your credit and will increase the interest terms of your mortgage. NO ONE did anything to let you know about this UNTIL the colection agency was notfied that you had applied for a mrtgage. THAT is what started this vicious, malicious reporting and collecting activity!!!

CONTACT these agencies first!!! These people are incredible. Your state does not want their citizens treated like this. File your complaint, then take your copies to your loan officer and discuss this with him/her.

You probably have a lawsuit here, but I know you just want to buy your house with good loan terms.

It is so unfair that anyone can let a debt go, never bill you, and then screw up your credit just because your are getting a mortgage, when you would have paid this if you had known about it. The abuses are intolerable, and when this is all over, I hope you will consider filing a lawsuit for negligence and defamation of credit. If you want some attorney's names later, let me know.
