Really, file your complaint with all 3 states. NY will take interest because ConEd is located there, and it happened there. NJ will take inter because you are a citizen of NJ. Virginia won't give a $hit, but you will at least have your complaints on the record. Virginia does not regulate collection agencies other than enforcing the FDCPA (I am in VA), so there are a lot of them located here. They can do what they please - VA consumers are on their own.

It is obvious what is going on in your case. It amounts to extortion, IMO.

FTC won't take any action, they just collect complaints, when they get enough - that can take years - they investigate. A tiger without claws or teeth ;) The AG's and utility regulators are your best bet. AND your loan officer - they know the realities of what these jerks do.

When you apply for a mortgage, they come out from under their rocks - it's a sure thing - you have to take care of it to get your house, even if you don't owe it, and you usually don't have time to go through all the red tape. I hope you get them - you have some time!!! If you were closing on Friday, they would get paid, regardless!!
