Can I still send Validation?

If a collection agency didn't have my correct address and got the notice they sent to me back, do I still have the right to request validation? I heard that I got 30 days after being informed of collection to request validation. Of course, I was never informed because they didn't have a forwarding address. They just put in a negative tradeline in my credit report.
